0 0 <br />January 28, 2009 <br />Colorado water Conservation Board RECEIVED <br />1580 Logan St., Suite 600 <br />Denver, CO 80203 <br />FEB 2 2009 <br />Attn: Jennifer Gimbel <br />Re: La Plata Archuleta water District <br />Dear Madame: <br />Colorado Water <br />Conservation Board <br />I wish to call your attention to the recent decision by Interbasin Compact Committee to award a <br />grant of $100,000 to La Plata Archuleta water District (LAPLAWD). I have enclosed a copy of <br />my presentation to the committee requesting that grant be closely scrutinized for true merit. <br />Inasmuch as that grant was nevertheless awarded and at least two others are being put before the <br />state, I respectfully request that you consider deducting the loan balance of approximately <br />$55,000 due to Southwestern Water Conservation District. This loan was originally made by <br />Pine River Irrigation District and was deferred by SWCD to allow the opportunity to recoup "in <br />the event other parties ..take over construction...". As that has now occurred, I think it would be <br />prudent of the State of Colorado to recoup those funds. <br />While there are numerous worthy water projects in Colorado, and the state has a definitive role in <br />sponsoring and enabling many of them, it also has a fiduciary duty to tax payers to manage funds <br />responsibly. We have recently seen where poor decisions have left our federal government and <br />national economy, and our state is also feeling the crunch. This is not the time to be squandering <br />money. <br />LAPLAWD does not enjoy broad support in this community. Many believe it is a <br />growth/development scheme to use other people's money, and other people's water for personal <br />gain. In these times of recession, you and all other state agencies need to pay close attention to <br />how tax dollars are spent.
