have inappropriate or at best questionable approach conditions that do not allow <br />accurate measurements. <br />In the past, flumes have been most often installed by shareholders. One operational <br />consideration that the Board is evaluating is to standardize on a type of flume (likely <br />Parshall flumes) and ensure sound installation in the future by a knowledgeable third <br />party contractor. <br />Other Ditch Structures <br />The company has other structures that are generally in good to excellent condition. <br />These structures include: <br />1) Siphons: two siphons that were designed by NRCS staff and built about 6 years <br />ago. These siphons replaced aged half pipes and were financed through a <br />previous and currently outstanding loan from CWCB. <br />2) Chute: a steel rectangular chute allows the ditch to pass over Frenchman Creek. <br />This structure was found to be in good condition. <br />3) Concrete lining: about 20 years ago, concurrent with highway improvements at <br />the time, the Colorado Dept. of Transportation assisted the Company in lining a <br />portion of the ditch that is above the highway. This concrete lining was found to <br />be in excellent condition and exhibiting little or no heaving or cracking along the <br />lined reach. <br />4) Culverts: the ditch flows through numerous culverts that are mostly 36 inches in <br />diameter and mostly corrugated steel pipe. These culverts carry the ditch under <br />the railroad, under the county roads, and under the State Highway. It is believed <br />that when these culverts ultimately fail, it will be the obligation of the respective <br />entity noted above to replace the culverts. <br />Proiect Description and Probable Costs <br />Elements of the improvements described here have been developed in a series of work <br />sessions with the RD&AE Board of Directors. Several aspects of the improvements are <br />under continued discussion and final recommendations and detailed designs, when <br />appropriate, will not be developed until the engineering work is initiated following loan <br />approval. Construction costs are estimated conservatively, in that a higher unit cost has <br />been used when appropriate, and a contingency has been added based on the level of <br />uncertainty with the particular improvement. <br />River Diversion Improvements <br />A key component of the anticipated improvements is the repair of RD&AE's diversion on <br />the Arkansas River.
