release simultaneously during a flood This is not to exceed 5000 cfs at Denver gauge, based on a former
configure of the channel. Denver and Adams County have increased flood capacity for the channel. If
you modify reservoir then impacts may occur downstream.
Incremental damages and work from common baseline, whatever we do we must establish a
baseline. Incremental damages are the issue not the overall damages. If this work gets interpreted as a
flood hazard study, but it is not a floodplain delineation, would FEMA get involved in there are higher
flood stages. Adams county has restudied and we have the most current data that FEMA doesn't know
about, CWCB asked for money to restudy the area and was approved at September board meeting. The
flood hazard study will at sometime take advantage of this data and some of the hydrology.

Stora!!.e Use Patterns Investi!!.ation
George, the question is how to handle conditional decrees, who has the combination of water rights,
environmental flexibility, ability to work with the existing decrees. The demand study will clarify what
we need to have in the demand pattern, but we need to keep it general in board types of demand. South
Metro wants to look at conjunctive loose and is flexible. We need to sort out the water rights and get the
water users discussing and interacting with the study project sponsors and Denver Water.

Environmental Impacts
Create an EIS broad enough to allow, keep broad but not trample on obvious things. Looking at
mitigation impact to the environment, to vegetation and mitigate, where do you go to find reasonable
mitigation for DOW and FWS will agree with. If you inundate for two months then vegetation will not
come back. But you can change and have adjacent and look at mitigating impacts. Where are you gong
to find the mitigation for this, and is hard to find mitigating land, might be some room to do and will
depend on what FWS will do. Going to infringe on the buffer area and may use it. Creating mitigation
for artificial environment we created. Think about mitigation of surrounding areas. When going for
authorization and it will be a cost.

Scope of Work - Stora!!.e Use Patterns Investi!!.ation (Larrv Lan!!. and all)
We will gather basic data and prepare design curves. The water supply committee will meet to hash out a
recommendation. We are trying to carve out space in the reservoir and then the CWCB will hold meetings
to present the water user picture. In the present model there is no rule that triggers storage or releases.
Greenway foundation is pressing Denver Water to have a live stream and are pushing politically very hard
to accomplish a 150-cfs release needed for summer months. We should incorporate this need and treat it
as a demand.

Recreation Impacts -(Kent Wiley and Paul Flack)
We have two concerns: the recreation impacts need to be thoroughly looked into. We need recreational
scenarios as you move up the pool. The Corps and CWCB will have to develop scenarios. The timetable
is not good for CWCB. The additional CWCB money for this study isn't ready until July 1 ,t It's clear
that at some elevation all of the Parks facilities are wiped out. At what elevation and what pool size do
facilities have to be moved? We will get recreational committee together to get a scope of work together.
In many cases making it bigger may not make it better.

Preble's Meadow .Tumpln!!. Mouse
Gary Dendril has stated that some preliminary discussions are needed. What level does it become not
mitagable and can't use the West Side of the park? After meeting with Foster Wheeler on the October
11 th and the 19th. We will get viable costs for Parks and we are going to provide it to Foster Wheeler.
The Corps has put money in the budget for renovation of facilities at Cherry Creek, Chatfield and
Trinidad State Parks and they are going to renovate facilities out of the proposed pool levels first. The
replacement cost of unusable facilities needs to be stated by Parks so we know what the cost is for
