Box 8 <br />Dillon, CO 80435 <br />CERTIFIED NO.: 7003 2260 0003 4680 7547 <br />When replying please refer to: <br />OLD DILLON DAM <br />Water Division 5, DAMID: 360117 <br />RE: Zero Storage Restriction <br />Dear Mr. Holgerson: <br />On July 8, 2008, an inspection of the above referenced dam was made in accordance with <br />Section 37-86-107, Colorado Revised Statutes (C.R.S.), which assigns to the State Engineer <br />responsibility for the determination of the safe s~orage ievel for the reservoirs within Colorado. A copy <br />of the inspection report is enclosed for your information and use. Please note and implement the <br />recommendations on Page 3 of the inspection report. Also please sign, date, and return the extra copy <br />of page 3 of the inspection report. ~ <br />The inspection revealed that the condition of the dam has deteriorated significantly since last <br />year's inspection with large dead pine trees on the downstream slope due to the pine beetle <br />infestation and increased deterioration of the pipe spillway. With the soft surface around the trees on <br />the downstream slope and evidence of old surface slide activity, the trees could easily topple and <br />uproot resulting in, significant damage to the dam. Also, avenues of piping through the dead root <br />systems could easily occur. The invert of the pipe spillway has deteriorated enough that a failure due <br />to piping along the invert of the pipe could occur. If this dam were to faiV in its present size and <br />condition, it would most likely cause significant damage to I-70 and to commercial establishments in <br />Silverthorne. <br />Because the condition of this dam poses a significant threat to public safety, the Town of Dillon <br />is ordered to install pumps and drain the reservoir and keep the reservoir drained until_the <br />dam can be rehabilitated. This restriction results in an estimated loss in storage volume of about 46 <br />A~. <br />By copy of this letter, the Division Engineer is directed to enforce this restriction, but the <br />primary responsibility is yours in accordance with Section 37-87-107, C.R.S. This is the minimum <br />action yc~u can take to improve the safety of the dam. Additional actions may be necessary based <br />upon the recommendations of your engineer. You are reminded that, as owner, you are liable for the <br />safety of this structure and for any loss of life and/or damages caused by a failure of the dam or <br />appurtenant structures. These minimum requirements do not relieve you of that liability.
