<br />Horse Creek Reservoir - Horse Creek Reservoir is an on-stream reservoir on Horse Creek,
<br />constructed in 1910, located in Weld County about 6 miles southeast of the Town of Hudson. The
<br />dam is a homogeneous earth fill dam, and a High Hazard Large (Class 1) Dam (loss of life
<br />expected in the event of failure), with a dam height of 64 feet, a crest width of 16 feet, and a length
<br />of 4800 lineal feet. The upstream slope is partially covered with riprap for slope protection. The
<br />decreed storage right is 19,515 AF, but normal storage is 18,747 acre feet. The average delivery
<br />from the reservoir is 10,000 AF per year. The lake has a surface area of 712 acres. The outlet
<br />works consist of 3 x 48" diameter steel conduits, located in the northeast corner of the dam, and the
<br />reservoir has a 200 foot wide earth-lined spillway located near the east abutment. Past problems
<br />have included downstream slope failure due to inadequate seepage control. There are currently
<br />no storage restrictions on the dam. The proposed project will provide lining for the outlet works,
<br />install additional toe drainage, and resurface and re-grade the dam crest.
<br />Prospect Reservoir - Prospect Reservoir is an off-stream reservoir constructed in 1914, located in
<br />Weld County about 8 miles southeast of the Town of Hudson. The dam is a homogeneous earth fill
<br />dam, and a Significant Hazard Large (Class 2) Dam (property damage but no loss of life expected
<br />in the event of failure), with a dam height of 43.5 feet, a crest width of 20 feet, and a length of 5,301
<br />lineal feet. A concrete slab covers the entire dam face. The decreed storage right is for 7,660 AF,
<br />but the normal storage is 6,368 acre feet. Average delivery from the reservoir is 3,850 AF. The
<br />lake has a surface area of 398 acres. The outlet works consist of a 48" concrete pipe (narrowing to
<br />about 30" below the control gate due to previous re-lining) located near the south abutment, and the
<br />reservoir has a 250 foot wide concrete and riprap spillway (reconstructed in 1998) located near the
<br />north abutment. Past problems have included some downstream slope failure due to inadequate
<br />seepage control, resulting in the installation of toe drains. The reservoir is currently restricted to 1.5
<br />feet below the historic maximum stage, due to concerns about the stability of the downstream slope
<br />of the dam. The restriction was issued in April 1981, and reduces reservoir storage by 576 AF.
<br />The proposed project will provide a lining for the outlet works, and resurface and re-grade the dam
<br />crest.
<br />Feasibilitv Studies
<br />The HID, through its engineer Duane Smith, P.E., Smith Geotechnical, has completed the feasibility
<br />study in accordance with CWCB guidelines. The study includes an assessment of alternatives to
<br />repair and rehabilitation of Horse Creek and Prospect Reservoirs.
<br />Henrvlvn Irriqation District
<br />The HID was formed on October 7, 1907 by order of the Weld County Commissioners and operates
<br />as an Irrigation District under the Irrigation District Law of 1905 (C.R.S. 37-41-101 to 160), including
<br />amendments in C.R.S. 37-43-101 to 211. The HID office is located in Hudson, Colorado. The HID
<br />levies an acreage assessment based on benefits received, but there is no mill levy assessment.
<br />The Weld County Treasurer serves as the ex officio HID Treasurer and collects and distributes
<br />assessments, in the same manner as property taxes are collected. Elected governing HID Officers
<br />are are: Ken Bollers, President - Division I, Dave Bell - Division II, and Stan Gingerich - Division
<br />III. Rod Baumgartner is the Company Manager appointed by the Board. Typically, about 70% of
<br />the HID budget comes from acreage assessments, and 30% from recreation leases, exchange
<br />agreements, etc. Typical annual revenues and expenses are about $800,000 per year. There are
<br />350 landowners and 32,745 District acres, and the current levy is $18/acre. The HID currently has
<br />about $1.8 million in reserves.
<br />Following adoption of a budget resolution in October, the HID certi~es the required levy to the Weld
<br />County Commissioners, with copies to the State Treasurer and Department of Local Affairs. State
