? <br />absolute and conditional surface and subsurface water rights to serve its constituency. <br />These water rights are located upstream of the City of Steamboat Springs Recreational In- <br />Channel Diversion water rights application ("RICD"). The RICD seeks high flow rates <br />during the months of April through October which, if approved, will greatly impact the <br />ability of Morrison Creek to further develop its water rights in the future, either by <br />changing its existing water rights or acquiring new water rights.
