This Plan may be amended at any time to include additional signatories. An entity <br />requesting inclusion as a signatory shall submit its request to the Team in the form of a document <br />defining its proposed responsibilities pursuant to this Plan. <br /> <br />Cooperator Roles <br />Though Division personnel will assume primary responsibility for implementation, the cooperating <br />agencies will be welcome to provide review, suggestions, and funding; participate in fieldwork and <br />research; and otherwise participate in coordination meetings to be held at least twice yearly: in <br />November to discuss range-wide priorities and again before the following field season to develop <br />
