The <br />groups next considered how certain interests are <br />impacted when water is saved in one sector for use in <br />another. Examples included instream water users (e.g. <br />fish and wildlife), other water rights holders, and soci- <br /> <br />82 <br /> <br />ety in general. This led to a discussion of the obstacles <br />to water efficiency improvements, with the groups <br />describing political/cultural objections to changing <br />water use, high costs of implementing improvements, <br />and legal obstacles to change (including interstate allo- <br />cation issues and unresolved federal and Indian <br />reserved water rights). <br />
