Starting in June 1993, <br />LADWP created a separate <br />agreement with The <br />Metropolitan Water District <br />of Southern California <br />(MWD) for the CBO <br />program. LADWP buys <br />some of its water from <br />MWD, and MWD has a <br />Conservation Credits <br />Program through which it <br />helps its customers <br />finance conservation <br />of the program, including toilet purchase <br />and storage and the $25 CBO payment. <br />The subcontractor locates a willing CBO <br />and procures the ULFTs. The subcontrac- <br />tor also trains the CBO members on <br />program operations, such as how to <br />maintain a database to track participation <br />and how to install the ULFTs. <br />The CBO component of the ULFT pro- <br />gram is increasing. The CBOs distributed <br />10,000 ULFTs during fiscal year 1992 <br />through 1993. For fiscal year 1993 <br />through 1994, CBOs distributed about <br />63,000 ULFTs. In this case, <br />MWD pays the full program <br />costs to the contractor and <br />LADWP reimburses MWD <br />for its share (50%). <br />Recently, the rebate to <br />CBOs increased to $110 <br />per toilet to cover a $10 <br />per toilet fee to have the <br />old toilets recycled. <br />CBOs involved with the program have <br />included: <br />^ Mothers of East Los Angeles <br />^ Korean Youth Community Center <br />^ First African Methodist Episcopal <br />Church <br />^ Keeping the World at Peace <br />^ Iglesia Power de Dios <br /> <br />43 <br />
