FLOW CHART FOR CONTROLLED PROPAGATION PROGRAM
WITHIN THE NATIONAL FISH HATCHERY SYSTEM
1. EmMcmgation Pro m•
Service and/or its partners have developed a Recovery or Restoration Plan for
an imperiled or species of concern. Specific information about life history,
habitat needs, reproduction, recruitment, genetics, fish health, rearing,
nutrition, and many other issues are unknown. Before initiating a major effort
to recover or restore the species through hatchery propagation, it may be
necessary to conduct a series of studies and research type activities. The
information derived from these studies will assist in determining whether a
controlled propagation program is feasible or not.
2. Propagation Program:
• If it is determined that controlled propagation is necessary to recover or
restore an imperiled fish species, it will be necessary to begin the planning
process. This process is required under Service Policy 712 FW 5 "Policy For
Controlled Propagation Of Imperiled Species Within The National Fish
Hatchery System", and 712 FW 6 "Implementation Of Controlled Propagation
Programs". The implementation of the policy directs that specific sections
(plans) be developed for all aspects of the program. The required sections are;
1. fish health, 2. propagation, 3. introduction, 4. monitoring, and 5. disposal.
Guidelines have been developed to provide minimum standards for preparing
each section. These sections will become the overall CONTROLLED
PROPAGATION PROGRAM PLAN.
The following flow chart is provided to assist you in understanding the relationship of Pre-
Propagation Program, Propagation Program, NEPA compliance, and ESA requirements. It
will be necessary to obtain specific information about NEPA, and ESA requirements from
your State Ecological Services Field Office or the Regional Geographic contacts. Check
these sections of this handbook for more information.
0
