t <br />Strategy for Determination of Habitat Requirements <br />for the <br />Rare Fishes of the Upper Colorado River Basin <br />PREFACE <br />Throughout this document, "strategy" is defined as "a plan for obtaining a <br />specific goal;" "habitat" is defined as "the physical, chemical, and biological <br />environment of an organism" (where flow is but one component). This paper <br />outlines the U.S. Fish and Wildlife Service's (Service) plan for determining <br />the physical, chemical, and biological requirements of the rare fishes in the <br />Upper Colorado River Basin (Basin). The primary purposes for documenting this <br />plan are to: 1. describe to non-Service entities the approach being taken by <br />the Service in determining habitat requirements, and 2. establish internal <br />guidance for the Service's work activity advices. <br />INTRODUCTION , <br />The Recovery Implementation Program (Program) for endangered fish species in <br />the Upper Colorado River Basin (Basin) is "an integrated, cooperative, <br />comprehensive, and ambitious effort to recover the rare fishes in a manner <br />which is compatible with all Federal and State laws and all private development <br />projects." "The primary impetus . . . was to provide a mechanism to resolve <br />Section 7 conflict in the upper basin (USFWS 1987). The Program <br />consists of five principal elements: <br />1
