This document outlines the long-term approach being taken by the U.S. Fish and Wildlife Service (Service) for determining recovery needs of the rare fishes. The primary purposes of this document are to: 1. Explain to non-Service entities what the Service is doing, and 2. Establish Service direction, roles, and responsibilities. The Strategy will provide guidance for: 1. Identification and quantification of the physical, chemical, and biological habitat needs of, and problems/threats to, the rare fishes (both basinwide and site-specific), 2. Development of work advices/study plans, and 3. Assignment of priorities for studies/activities The Strategy can be applied to the entire basin as well as specific rivers, river segments, reaches, or sites. The Service began development of the subject document in October 1987. Since that time, the Strategy has evolved through extensive input provided by Fisheries and Federal Aid, Endangered Species, Ecological Services, Water Resources, and the National Ecology Research Center.
