REPLY- TO LETTERS OF COI~IENT <br />A-1. A preliminary set of criteria have been developed td assess poten- <br />tial woundfin reintroduction sites using the presently occupied <br />habitat in the Virgin River as a model (Appendix). These criteria <br />have been used to identify the Gila River above Safford, Arizona, <br />and the Verde. River above Horseshoe Reservoir, Arizona, as first <br />priority reintroduction sites. This technique was not used .on <br />earlier-transplant sites. No thorough information is available on <br />the habitat changes that have occurred. along these reaches <br />over the past 100-200 years so a discussion of what may have eli- <br />minated the species in the first place is mere speculation. The <br />present condition of the Gila River above Safford and the Verde <br />River above Horseshoe Reservoir appear similar to the Virgin River <br />that presently supports woundfin. <br />A-2. Enough information is presently available on woundfin needs to <br />begin a methodical reintroduction effort. If reintroduction <br />attempts are delayed until all biological needs of the species <br />have been determined, the chances of extinction are increased. <br />We see nothing to lose and everything to gain by attempting <br />methodical reintroductions using the criteria in the Appendix t.o <br />help assure success and reduce environmental impacts. <br />A-3. Development of Habitat Management Plans is not a function of the <br />Recovery. Team. However, the Team will be able to assist the <br />Burea of Land Management by providing current data and reviewing <br />drafts for content and techniques. <br />A-4. Cost figures have been determined by estimating the cost of con- <br />tracting the -tasks to outside firms. Agency personnel have reviewed <br />the cost figures and found them reasonable estimates. The total <br />cost of the project (salaries, travel, equipment, etc.) is included <br />in the estimate. <br />B-1. These proposed projects are one of the major threats the endangered <br />woundfin presently faces. If the Virgin River could be completely <br />protected from-man's influence, there would be little-:reason to <br />protect-the species. <br />B-2. A form of this recommendation has been incorporated into this <br />final Recovery Plan. <br />B-3. This recommendation has been incorporated into the final Recovery <br />Plan. <br />B-4.
