We question the wisdom of reference to <br /> "proposed projects" on the river system in the recovery <br /> <br />1 plan lest the proponents feel the deck is already stacked <br />' <br /> against them. Recovery plans should deal with species <br /> status as it exists now. If-you agree, paragraph 3 is <br /> also unnecessary. <br /> p . 14 , para . 2 ahd 3 .. Should also be eliminated for <br /> reasons given above . <br /> p . 20 , Primary Goal . ,Since the woundfin is already <br /> established in the Virgin River, we recommend the wording <br />B 2 be changed to comply with the narrative reasoning on p . 23 , <br /> para . 1 . "To restore the woundfin, to non-endangered. <br /> status by maintaining and enhancing the present population <br /> in the Virgin River and the establishment of at least two R ~ C E 1 V ~ 1~ <br /> additional self-sustaining -wild populations in their native <br />us: v: ...2 <br /> ecosystems . " <br /> ~`~ 2`' ~7~ <br />~~` <br /> p. 21 , step 24. We feel that, if the woundfin as a species , <br /> need managing more than its habitat, then perhaps the <br />c,r .~~~ <br />B ~ species is destined to extinction. Emphasis here should be ors t~ ~ <br />~~I~~AL 4;,.,~~~;ng <br /> on habitat management . <br /> p . 23 , para . 1 . We are curious as to how the number. 100 , 000 <br /> was arrived at, and its true meaning . Is this a total for all <br /> populations, each, or what? Also, if there is a good rationale <br /> for this number, it should be explained here . <br /> p. 24,, step 111.
