Instream flows below Pot Hook Reservoir were not protected and were <br />available for diversions by others. <br />3.2.2 Powder Wash Project <br />CRWCD holds water rights for the Powder Wash Project consisting of the Little <br />Snake Reservoir, Powder Wash Power Plant, and the Powder Wash Reservoir (See Table <br />1, page 6). The Powder Wash Dam and Reservoir site is located on Powder Wash and <br />is considered an alternative to the Little Snake Reservoir (Western Engineers, Inc., <br />December 1983). Since the Powder Wash Reservoir right was not defined as one of the <br />subject rights, it was not included in this study. Under the Powder Wash Project, the <br />water stored in the Little Snake Reservoir would be used solely for hydroelectric power <br />generation. The location of the Powder Wash Project is shown on Figure 2, page 7. <br />For this study, it was assumed that all Powder Wash Project components are in <br />place at the beginning of the study period. The main project components to be modeled <br />are shown on a general schematic diagram (See Figure 5, page 23). <br />Table 4 summarizes the Powder Wash Project input data to be used in the <br />WIRSOS modeling. The decreed storage amount for Little Snake Reservoir is 164,690 <br />AF. However, the decree does not define the dead, inactive and active storage amounts. <br />For proper operation of the power plant turbines, a minimum head needs to be <br />maintained in the reservoir. In a report prepared for the CRWCD, Western Engineers, <br />Inc. (December 1983) assumed a minimum head of 70 feet (Elevation 6050 feet) with no <br />27 <br />
