<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />April 19, 1966 conditional first enlargement right (100,000 AF), and the February 27, 1981 <br />conditional refill right (166,458 AF) include irrigation, domestic, stock watering, <br />replacement and exchange, recreation, fish and wildlife, and flood control. Under the <br />conditional decrees, the primary use of the canal water is irrigation. At the request of <br />CRWCD, the Pot Hook Reservoir refill right (166,458 AF) was not considered in the <br />analysis. <br />It was assumed that all Pot Hook Project components are in place at the beginning <br />of the study period. Figure 5 shows a general schematic diagram of the basin and Pot <br />Hook Project components modeled by WIRSOS. <br />Table 3 presents a summary of the Pot Hook Reservoir input data used in the <br />WIRSOS modeling. CRWCD holds three conditional storage rights for Pot Hook <br />Reservoir with three different priority dates. Upon review of the decrees and previous <br />studies, discrepancies between appropriation amounts and previously proposed Pot Hook <br />Reservoir capacities were found. In the Savery-Pot Hook Project, Definite Plan Report <br />(USBR, May 1977), the USBR proposed a total storage capacity of 60,000 AF which is <br />insufficient to store even the first decreed right of 73,580 AF, dated June 5, 1959. The <br />second storage right, dated April 19, 1966, is an enlargement right of 100,000 AF. The <br />decree is unclear as to whether this 100,000 AF is in addition to the original 73,580 AF <br />right (making a total of 173,580 AF) or is an increase in the total right to 100,000 AF. <br />In either case, the USBR capacity of 60,000 AF is insufficient to store this second right <br />also. <br />22
