The Committee found the task to <br />be very complex both biologically and hydraulically. Participants realized that a <br />unified effort would be required; thus, the Recovery Implementation Program was, <br />instituted. <br />The program covers the Colorado River Basin above the San Juan River <br />Basin. The San Juan River Basin is addressed in the individual recovery plans for <br />the rare fishes. The final objective of the program is to recover the three <br />endangered fishes to the point that they can be delisted and to prevent the need. <br />for listing of the razorback sucker. Program componants include: <br />Habitat management, • <br />Habitat development and maintenance, <br />Native fish stocking, <br />Control and management of introduced species and <br />sportfishing, and <br />Research and monitoring. <br />Habitat management involves acquisition of water rights and refining <br />operations at U.S. Bureau of Reclamation projects (Flaming Gorge, Blue Mesa, and <br />Ruedi dams). These measures are to be carried out within the framework of <br />applicable State and Federal laws.
