FONTENELLE OPERATIONAL FRAMEWORK <br />Currently, Fontenelle Reservoir is being operated under very <br />conservative operating principles. Several years ago, the <br />reservoir developed a seepage problem and was drawn down to 29,000 <br />acre feet and has been operated to pass inflow to maintain a <br />target pool of 29,000 acre feet. This operation is currently <br />being simulated by HYDROSS, but can be changed if and when repairs <br />are made. <br />Below Fontenelle Reservoir, a station is added to the network to <br />model the IFR from Fontenelle Reservoir and to simulate diversions <br />for various purposes. Fontenelle Reservoir has a 50 cfs IFR at <br />the I-80 bridge. Diversions which are modeled below Fontenelle <br />Reservoir were translated directly from the CRSS Demand Data base <br />file "DEMDED". <br />A diversion demand takes water from the stream and, at least <br />potentially, denies the water to downstream users. This is where <br />the priority scheme, based on water right dates, comes in. At this station, a <br />data set from CRSS entitled "Gains above Green River, Wyoming on <br />the Green River" was added into the natural flow data base to <br />account for inflow between Fontenelle and Flaming Gorge. Four <br />diversions which were modeled by CRSS in this river section were <br />also modeled in HYDROSS. <br />6
