This letter and the accompanying document constitute the Fish and Wildlife
Service's (Service) report on fish and wildlife resources for the 1.1 million
acre-foot Two Forks Reservoir Project (Two Forks) and the Williams Fork Gravity
Collection System (Williams-Fork) for 'which the Denver Board of Water
Commissioners has filed applications to the Corps of Engineers (Corps) for
Section 404 permits and to the Forest Service and Bureau of Land Management for
rights-of-way permits. This report has been prepared with the cooperation and
assistance of the Colorado Division of Wildlife (Division) and the Nebraska Game
and Parks Commission (Commission) under authority of the Fish and Wildlife
Coordination Act (16 U.S.C. 661 et seq.).
The Division and the Colorado Wildlife Commission concurred with the report on.
October 7, 1987 with changes and additions (Appendix A). The Service agrees
with these changes and additions and has incorporated them into this report.
The Nebraska Game and Parks Commission concurred with the nonlisted species
discussion in this report on October 5, 1987 (Appendix A).
Biological Opinions prepared under the Endangered Species Act for the threatened
and endangered species that occur on the Platte River, Colorado River, onsite,
and the Pawnee montane skipper are incorporated in this report by reference.
All conservation measures, reasonable and prudent measures, and conservation
' recommendations in those documents are also recommendations for the purposes of
this report and should be incorporated as conditions in any permits issued.
The Department of the Interior will provide additional comments as necessary at
the time the Public Notices for permits are sent out for review and comment.
