<br />harvest data are to be obtained. Only 61 percent of the lake trout are surveyed <br />during the current program. The alternatives listed in the above table show <br />April through November time period to be the best and the May through November <br />time period to be the second best. 9 <br />Also, the angler survey schedule (Table 11) needs to be revised to account <br />for campground closures, shifts in fishing pressure, and savings in mandays to <br />accomplish the increased intensity during years when the creel survey includes <br />both aerial counts and creel checks. The Antelope Boat Ramp survey will be eli- <br />minated because of low use caused by the closure of the Antelope campground <br />during 1980. No statistical problems should be created, because fishermen uti- <br />lizing the Lucerne Boat Ramp fish the same areas of the reservoir as fishermen <br />who utilized the Antelope Boat Ramp. The Dutch John Draw Boat Ramp survey has <br />also been eliminated and replaced by another Cedar Springs Boat Ramp Survey for <br />similar reasons. Changes in fishing pressure have caused Zone C fishing <br />pressure to decline significantly. Therefore, Roving Zone C census will be <br />accomplished the same day as Roving Zone B surveys. Table 29 (Monthly creel <br />survey schedule) should be followed as closely as possible through the 1988 full <br />intensity creel survey. All creel surveys during intervening years (1984-1987) <br />will be conducted from May through November (see creel survey schedule in <br />Recommendations section below). <br />RECOMMENDATIONS <br />1. The following schedule for creel surveys should be followed through 1988: <br />1983 - Angler creel checks only by Utah (April-September) <br />1984 - Angler creel checks only - Wyoming and Utah (May-November) <br />1985 - Angler creel checks only - Wyoming and Utah (May-November) <br />1986 - Angler creel checks only - Wyoming and Utah (May-November) <br />1987 - Angler creel checks only - Wyoming and Utah (May-November) <br />1988 - Full intensity creel survey - Wyoming and Utah <br />(January-December) <br />The data collected during the 1985, 1986, and 1987 surveys should be <br />adjusted by the 1988 pressure estimates. Wyoming should census ice <br />fishermen during the months of January-March, two weekend days per <br />month, when creel surveys cover the months May-November only. <br />2. Monitor the harvest of lake trout closely (including average lengths and <br />fishing pressure) to analyze the effect of the 20 inch minimum size regula- <br />tion instituted in 1982. <br />3. When sufficient numbers of kokanee are available in Flaming Gorge, limits <br />for kokanee during the spawning season should be increased to utilize shore <br />spawning fish. The limit on kokanee in the Green River could also be <br />increased as soon as adequate returns of kokanee to Flume Creek and/or the <br />Green River occur to supply the needed numbers of early and late-run kokanee <br />eggs. <br /> <br />4. Evaluate new strains of rainbow trout in Flaming Gorge. Plans to evaluate <br />the Eagle Lake, McConaughy and Gerrard (Kamloops) rainbow trout have already <br /> <br />-52- 1
