<br />and water resources agencies of the Colorado River Basin States <br />on water and water-related problems; (G) an education and infor- <br />mation program designed to aid in securing appropriations of <br />funds by the United States Congress for the construction, plan- <br />ning and investigation of storage dams, reservoirs and water <br />resource development projects of the Colorado River Storage <br />Project that have been authorized for construction and to secure <br />authorization for the construction of additional participating proj- <br />ects as the essential investigations and planning are completed; <br />and (H) a legislative program consisting of the analysis and <br />study of water resource bills introduced in. the U. S. Congress for <br />enactment, the preparation of evidence and argument, and the <br />presentation of testimony before the Committees of the <br />Congress. <br /> <br />A. ENGINEERING - HYDROLOGY <br /> <br />1. Colorado River Salinity Program <br /> <br />The Upper Colorado River Commission has continued its <br />interest and involvement in the Colorado River Basin salinity <br />problem. The Commission staff has worked with representatives <br />of the Commission's member States in coordinating and correlat- <br />ing activities with other State and Federal agencies, particularly <br />the Colorado River Basin Salinity Control Forum which is com- <br />posed of representatives from the seven Colorado River Basin <br />States. The Forum has developed water quality standards and a <br />plan of implementation to meet the Environmental Protection <br />Agency Regulation (40 CFR Part 120, Water Quality Standards <br />- Colorado River System: Salinity Control Policy and Standards <br />Procedures). <br /> <br />Section 303 of the Clean Water Act requires that water qual- <br />ity standards be reviewed from time to time and at least once <br />during each three-year period. The Forum in 1987 reviewed the <br />existing State-adopted and Environmental Protection Agency- <br />approved numeric salinity criteria and found no reason to recom- <br />mend changes for the three lower mainstem stations. <br /> <br />The values are: Salinity in <br />m!?/l <br />723 <br />747 <br />879 <br /> <br />Below Hoover Dam <br />Below Parker Dam <br />Imperial Dam. . . . <br /> <br />8 <br /> <br />j <br />
