INVESTIGATIONS <br /> <br />The Fiscal Year 1991 budget for the planning program is about $2.6 <br />million, with about 80 percent being directed within the Upper Colorado <br />River Basin. Active studies include the salinity control efforts for the Price- <br />San Rafael, Glenwood-Dotsero Springs, and San Juan River Units, plus <br />additional studies in areas such as diffuse source control and industrial use <br />and co-generation/desalination opportunities in the basin. <br /> <br />Other active studies are: Upper Gunnison- Uncompahgre Basin, Sevier <br />River Water Management, Four Corners Water Assessment and the Utah <br />Area Water Demand Model. The New Mexico Regional Water Resource <br />Study was begun this year. Reclamation also continues to provide assis- <br />tance as requested through Technical Assistance to the States activities as <br />well as activities of environmental and interagency coordination and other <br />minor work. Continuing this year is a program for evaluating system <br />optimization on some existing projects with several scheduled for evalu- <br />ation. <br /> <br />1. COLORADO <br />a. Upper Gunnison-Uncompahgre Basin Study <br />Phase I of this study was conducted by the Colorado Water Resources <br />and Power Development Authority with assistance from Reclamation, and <br />was completed in 1989. Phase I involved an appraisal-level study of the <br />recreation and water supply development opportunities in the basin, in- <br />cluding the potential for transmountain diversion of water to the east slope <br />for municipal and industrial uses. <br /> <br />Phase II was initiated in 1990. It is co-sponsored by seven Federal, <br />State and local entities and will define the hydrology and water rights in <br />the basin and develop two computer models. One model will be a water <br />accounting spreadsheet that will accurately reflect the daily administra- <br />tion of the major water rights and exchanges in the Gunnison Basin. The <br />second will be a computer based planning model for the basin. Reclama- <br />tion investigation funds are being used in Fiscal Year 1991 to continue <br />the study. <br /> <br />b. Four Corners Water Assessment <br />This investigation began in Fiscal Year 1990 and will continue in Fiscal <br />Year 1991 to investigate and recommend more effective management and <br />use of water resources in the Four Corners area.
