<br />e. San Miguel Project - West Divide Project <br />Both projects have been found to be economically unjustified at this <br />time. No activity has occurred on either project since 1982. <br /> <br />f. Bostwick Park Project <br />No Federal activity occurred on this project in water year 1990. <br /> <br />g. Florida Project <br />The Florida Water Conservancy District commenced generation at <br />Lemon Dam (with their 110 KW generator) under a lease of power privilege <br />from the Department of the Interior, <br /> <br />h. Dominquez Project (Whitewater) <br />Al128,445 acres of withdrawn Dominquez Project lands have been <br />recommended by Reclamation for termination through the Withdrawal <br />Review Report that was submitted to the Bureau of Land Management <br />on December 29, 1988. <br /> <br />2. COLORADO AND NEW MEXICO <br />a. Animas-La Plata Project <br />Reclamation has completed its review of the Fish and Wildlife Service's <br />Draft Biological Opinion with the assistance of a team of biology and <br />hydrology experts from the States of Colorado, Utah, New Mexico and <br />private interests. Reclamation is planning to provide the Fish and Wildlife <br />Service with a proposed solution that could lead to a jeopardy opinion <br />with reasonable and prudent alternatives to protect the endangered species. <br />Reclamation has requested that that opinion be completed by April 1, <br />1991. <br /> <br />Reclamation's proposal will focus on three principal elements. First, <br />a seven-year research project utilizing the operational flexibility of Navajo <br />Reservoir. Additional water management and supply measures would be <br />investigated to provide increased water, if needed, for the Colorado <br />squawfish. Second, a San Juan River Basin Endangered Fishes Recovery <br />Program would be initiated. The program would be similar to the exist- <br />ing program on the Green and Colorado Rivers in Colorado, Utah and <br />Wyoming. Finally, the alternative would include construction of Ridges <br />Basin Reservoir, Durango Pumping Plant and the inlet pipeline. <br /> <br />If the Biological Opinion issue is resolved by April 1 , 1991, it is antici- <br />pated that a construction start can be initiated in the late spring or early <br />summer of 1991. <br /> <br />46 <br />
