<br />C. EDUCATION - INFORMATION <br /> <br />1. GENERAL COOPERATION <br />The Upper Colorado River Commission has directed its Education <br />and Information program toward promoting interstate cooperation, <br />harmony, and united efforts; developing an understanding in other sec- <br />tions of the United States of the problems ofthe Upper Colorado River <br />Basin; and the creation of a favorable attitude on the part of Congress <br />with respect to the development of the industrial and agricultural resources <br />of the Upper Colorado River Basin, <br /> <br />The Commission has continued to cooperate with members of the <br />Congressional delegations from the Upper Colorado River Basin States <br />and with officials of the Department of the Interior and the Bureau of <br />Reclamation in seeking appropriations of funds by the Congress for the <br />construction of the Storage Units and participating projects authorized <br />for construction, as well as funds for the investigations of additional <br />participating projects that are given priority in planning in the Colorado <br />River Storage Project Act. As part of this cooperation, the Commission's <br />Executive Director has been in Washington, D. C. at intermittent peri- <br />ods, acting as liaison between the Congress and the States and various <br />departments of government, supplying information, arranging and tak- <br />ing part in Congressional hearings, and providing other assistance re- <br />quested. <br /> <br />2. LIBRARY <br />Efforts are being continued to accumulate all types of engineering, legal, <br />economics, and semi-technical documents related to the Colorado River <br />Basin to comprise a well-equipped and efficiently-operating permanent <br />library. As materials are collected for inclusion in the library, they are <br />cataloged in the Commission's computer system. Also, many thousands <br />of pages of documents have been placed on microfiche. Information in <br />the Commission's library will be available to any of its member States on <br />short notice should a need arise. Studies are being made, supplemented, <br />or collected to address the many problems associated with the develop- <br />ment, utilization, and conservation of water and hydroelectric resources <br />of the Colorado River Basin. <br /> <br />The continuing program of library expansion has been maintained. <br />Emphasis is placed on the acquisition of information which illumines that <br />growing body oflaw known as the "law of the river."
