<br />quality and water resources agencies of the Colorado River Basin States <br />on water and water-related problems; (G) an education and information <br />program designed to aid in securing appropriations offunds by the United <br />States Congress for the construction, planning and investigation of storage <br />dams, reservoirs and water resource development projects of the Colorado <br />River Storage Project that have been authorized for construction and to <br />secure authorization for the construction of additional participating projects <br />as the essential investigations and planning are completed; and (H) a <br />legislative pro- gram consisting of the analysis and study of water resource <br />bills introduced in the U.S. Congress for enactment, the preparation of <br />evidence and argument, and the presentation of testimony before the <br />Committees of the Congress, <br /> <br />A. ENGINEERING - HYDROLOGY <br /> <br />1. COLORADO RIVER SALINITY PROGRAM <br /> <br />The Upper Colorado River Commission has continued its interest and <br />involvement in the Colorado River Basin salinity problem. The Commis- <br />sion staff has worked with representatives of the Commission's member <br />States in coordinating and correlating activities with other State and Federal <br />agencies, particularly the Colorado River Basin Salinity Control Forum, <br />which is composed of representatives from the seven Colorado River Basin <br />States. The Forum has developed water quality standards and a plan of <br />implementation to meet the Environmental Protection Agency Regula- <br />tion (40 CFRPart 120, Water Quality Standards-Colorado River System: <br />Salinity Control Policy and Standards Procedures). <br /> <br />Section 303 of the Clean Water Act requires that water quality stan- <br />dards be reviewed from time to time and at least once during each three- <br />year period, <br /> <br />The Forum in 1990 reviewed the existing State-adopted and Environ- <br />mental Protection Agency-approved numeric salinity criteria and found <br />no reason to recommend changes for the three lower mainstem stations. <br /> <br />8 <br />
