<br />The focus of the EIS is to evaluate alternative operations of the dam. <br />In addition, other mitigation measures may be identified to minimize <br />impacts to resources of concern. Alternative dam operations and potential <br />structural and institutional mitigation measures will be considered to <br />formulate the range of reasonable alternatives. <br /> <br />Alternative dam operations may result in off-site cumulative impacts. <br />Given the best available information, the magnitude of these impacts will <br />be identified so that the Secretary of the Interior is informed of the <br />consequences and options available to address these issues. <br /> <br />Ten preliminary alternatives were formulated as a result of the March <br />- May 1990 EIS scoping process and scientific data. These preliminary <br />alternatives were presented to the public in a March 1991 newsletter <br />distributed to over 20,000 entities and at public meetings conducted in <br />April ofl991 in Flagstaff, Arizona; Phoenix, Arizona; and Salt Lake City, <br />Utah. Using the comments received from the 456 letters on the <br />preliminary alternatives and additional scientific research data, seven <br />alternatives were selected for detailed analysis in the EIS. Evaluation of <br />these alternatives wil1 include additional elements that may be added to <br />any alternative. These elements include: Sand pumping, beach protec- <br />tion, beach/habitat building flows, reduced flood frequency, multi-level <br />intake structure and power system adjustments. <br /> <br />The EIS team wil1 be performing impact analysis and writing the EIS <br />in 1992. <br /> <br />b. Recreational Use <br /> <br />The extensive recreational use of Glen eanyon National Recreation <br />Area, which surrounds Lake Powel1, is demonstrated by the fact that for <br />the first 11 months of 1991, 3,132,448 people visited the area. The <br />National Park Service has concession-operated facilities at Wahweap, <br />Dangling Rope, Halls erossing, Hite and Bullfrog Basin on the reservoir <br />and Lees Ferry, 16 miles below the dam on the eolorado River. The San <br />Juan Marina, which was operated on Lake Powel1 by the Navajo Nation, <br />is now closed due to a flood in 1989. <br /> <br />From 1909 through 1961, an estimated total of20,972 people visited <br />Rainbow Bridge. When access to the bridge by water was made available <br />through completion of the dam in 1963, visitation rapidly increased. In <br />1966,20,468 people visited Rainbow Bridge, almost as many people as <br />had visited the site during the previous 53 years. Through November of <br /> <br />35 <br />
