INTRODUCTION
The Savery-Pot Hook Project was authorized for construction by Public
Law 8$-568 enacted on September 2, 1964. The project area lies in the
~ Little Snake River drainage and straddles the Colorado-Wyoming border.
Its dominant purpose is irrigation.
~ In May of 1953, the Fish and Wildlife Service prepared a preliminary
report on the Savery-Pot Hook Project based on the limited biological
information then available. That Report was supplemented three times,
the last by memorandum dated P4ay 24, 1963. The supplemental information
was not based on significant new or additional biological data and
did not alter in any major respect the conclusions drawn in the
~ May 1953 report; i.e. that the project would have only a limited impact
on fish and wildlife resources.
~ Since this earlier report was based on the scanty data then available
and the most cursory of field investigations, and: since it predated
the National Environmental Policy Act by nearly 20 years, it no longer
~ represents the views of the Fish and Wildlife Service. Consequently,
on March 15, 1976, the Service's Regional Director in penver prepared
