<br />-32- <br />• <br />It is our understanding, however, based on testimony given at a Public <br />Hearing in Baggs, Wyoming, on October 25, 1975, before a subcommittee <br />~ of the Senate Committee on Appropriations that the landowners affected <br />by the Savery-Pot Hook Project are adamantly opposed to acquisition of <br />fishing easements on private lands. If this is actually the case, <br />~ then it appears questionable whether a plan far offsetting the stream <br />angler-day loss attributable to the project could be agreed upon and <br />implemented. <br />i <br />Since the potential fishery is expected to be poor at best in Savery <br />Reservoir due to its small minimum pool and extreme fluctuation, the <br />~ costs of a fishery management program that would yield a return <br />acceptable to fishermen are too high. Consequently, this impoundment <br />should not be managed at all. However, if public pressures forces the <br />~ Wyoming Game and Fish Department to both stock and otherwise manage <br />the reservoir, it should be recognized that this is a project-caused <br />problem, and its resolution should be a project responsibility. This <br />responsibility could partially be met by assuming at least the stocking <br />portion of the management program with fish produced at CRSP (Section 8) <br />hatcheries. <br /> <br />Wildlife <br />The only practical way for the Wyoming Game and Fish Department to avoid <br />~ having to reduce the wintering elk herd by 400 animals is to increase <br />f <br />
