The funding levels in the proposed , <br />budget dealing with BLM may be desirable but are highly optimistic <br />E-3 under the present budget climate. We do not feel that Task 122, <br />Monitor Existing Populations, is appropriate for a land management <br />agency. This should be the responsibility of the states and USFWS. <br />Utah BLM's share would have to be worked out jointly with the <br />Colorado BLM for each fiscal year. Both of our offices are trying <br />to resolve the funding level for specific endangered species recovery <br />plans with our Washington Office. Due to finalization of recent <br />Congressional appropriations for FY 78, it is not possible to <br /> <br />allocate funds for any of the itemized tasks in 1978. Since the ' <br />budget table begins with 1977 funding levels which we have been <br />unable to fund totally, you may want to revise the table, in items <br />#111, 1121, and 1122 to show 1977 and 1978 funds for BLM possibly <br />beginning in 1979 through 1981. BLM funds are contingent on Con- <br />gressional appropriations which, hopefully, will increase .for our <br />wildlife program in future fiscal years. ' <br />We have been able to accomplish item #114 in monitoring major river <br />habitats on the Green, Colorado, and San Juan Rivers in 1977. <br />These reports will be submitted to the Team upon their completion. ' <br />Preparation of HMP's (item #131) and implementation of HMP's <br />(item #132) may have to be delayed pending accomplishment of all , <br />interagency inventory work, but hopefully these can be started by <br />1980 if proper funding is received. <br />We appreciate the opportunity to review this draft plan and hope our <br />comments will assist you in finalizing the plan.
