Memorandum ~ i_ : ~. <br />To: Regional Director, Region 6 <br />Fish and Wildlife Service <br />' From: State Director, Colorado BLM <br />Subject: Draft Colorado Squawfish Recovery Plan <br />This is in response to your August 19 memorandum requesting our review <br />and comment on the subject plan. <br />Commitment to energy/minerals and grazing environmental statements .and <br />' Bureau planning is the first priority of the wildlife program in <br />BLM-Colorado. fleeting these commitments and implementing the, proposals <br />discussed in the recovery plan could lead to conflicting requirements <br />in our management decisions. We hope to have a prominent role in the <br />recovery effort so that we can be involved in identifying and resolving <br />such conflicts. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1 <br />The stepped down items in the proposed budget are basin-wide in scope. <br />For our purposes, it will be necessary to consider budget allocations on <br />a state prorated basis. We have asked our Washington Office for direction <br />and coordination as to how these prorations should be made among each <br />of the BLM State Offices. <br />In order to accomplish the amount of field work and project implementation <br />shown in the suggested funding levels, additional funds would be needed <br />in our annual wildlife budget. These would be available through our <br />normal budgetary process in FY 79 at the earliest. Funding from supple- <br />mental sources at an earlier date is possible, but unforeseeable. <br />Specific comments to the itemized proposed budget follow: <br />~1 1. The proposed time frame (1977-1980) of the recovery plan is no <br />longer applicable. It would be more useful from the standpoint of <br />planning needs to use the terms, "Year 1, Year 2," etc. <br />1~2 2. Items 131 and 132, Prepare and Implement Habitat Management Plans: <br />This is part of the Bureau's normal planning process. However, public <br />ownership of riparian stream reaches within designated critical <br />habitat is limited, making opportunities for our funding habitat <br />restoration or improvement limited also. <br />Save Energy and You Serve America! <br />
