Continued availabi]~ity of the funds over the <br />long-term.. <br />Funding of a recovery plan from water depletion charges or a <br />surcharge on water sales presents an unreliable source in <br />terms of the overall recovery effort. The timing of project <br />implementation is uncertain, and because mitigation varies <br />with impact, there is no way to predict the total amount of <br />funds that would be available from individual projects. <br />Furthermore,. such an approach places the burden of attaining <br />a national goal on a very small group. <br />Reliable sources of funding might include: <br />. Percentage of revenues from the Colorado River <br />Storage Project. - <br />Placement of surcharge on sporting goods <br />equipment. <br />Placement of a surtax on game fishing licenses <br />in Upper Basin states. <br />Allocation of existing Dingle-Johnson funds to _ <br />recovery programs. <br />Allocation of Colorado's voluntary taxpayer <br />allocation to the non-game program, and similar <br />programs in other Upper Basin States. <br />25 <br />
