In addition, ,the Federal ~f ~~„~~°+ <br />__.__ ~; <br />______ <br />government would initiate purchase of water, rights, if ~~ <br />continued studies indicate that flow augmentation is <br />necesary. <br />Under equilibrium conditions, hatcheries would be <br />maintained, stocking programs would be implemented, as <br />needed, predator control may still be needed, and monitoring <br />would continue. Instream habitat improvement systems would <br />be implemented, if needed, and in accordance with State <br />water rights administration systems and interstate comgacts, <br />releases from Federal projects during critical flow regimes <br />would occur either with Federally purchased water rights or <br />the endangered species components of new Federal projects. _ <br />4.0 INSTITOTIONAL RESPONSIBILITIES <br />This section discusses institutional responsibilities for <br />implementation of a recovery plan for endangered fish <br />species in the Upper Colorado River Basin. A wide range of <br />activities should be pursued to insure the recovery and _ <br />conservation of endangered species in the Upper Colorado <br />Basin.
