<br />DRAFT-05/10/85 <br />In the near-term, immediate action to establish appropriate <br />levels of hatchery stocks of endangered species would be a <br />high priority item. This is the basic action which would be <br />_._. <br />taken to assure the conservation of the species. Each <br />_ ._ <br />species would be stocked as needed, depending on the results <br />of ongoing monitoring programs, on the occurrence of events <br />which could substantially reduce wild populations, and the <br />need for establishing or augmenting populations. It also <br />may be necessary, in the near-term period, to limit or <br />eliminate stocking of non-native game fishes, and, possibly, <br />to selectively eliminate predatory game fish in parts of the <br />Upper Basin. <br />Design and implementation of endangered species monitoring <br />programs should be a high priority, near-term activity. <br />Extensive monitoring programs have been conducted since 1979 <br />to meet a variety of objectives. Data from these programs <br />needs to be analyzed; following that analysis, the programs <br />need to be reevaluated, and an objective oriented monitoring <br />program should be implemented which supports recovery of the <br />endangered species. Monitoring would continue through the <br />intermediate and equlibrium periods. <br />During the near-term, a variety of research projects and <br />,. <br />feasibility analyses should be initiated to provide <br />~- information necessary to assure that all endangered fish <br />4'y management activities conducted by the Federal government <br />_.....~.... w ,_ , <br />~~,'~ and the States contribute directly and effectively to the <br />recovery of the species. Scientifically based criteria for <br />delisting would be established. <br />Intermediate activities include maintenance of hatchery <br />stocks and stocking, continued control of predators as <br />needed, data evaluation and continued monitoring, <br />12 <br />
