"WINDY GAP" FORMULA <br /> <br />1. \:."HEN IS THE "WINDY GAP" APPROACH USED'l* <br /> <br />In responding to requests for consultation under the <br /> <br />Endangered Species Act, FWS is applying its "Uindy <br />Gap" approach to projects which, when considered <br />cumulatively with other reasonably foreseeable future <br /> <br />---..- <br /> <br />pro~ect~, might jeopardize the existence of threat- <br />ened or endangered species but for which ~~S lacks <br />adequate data on which to base the requisite <br />jeopardy/non-jeopardy determination under the ESA. <br />To date, the FWS "t-lindy Gap" approach apparently has <br />been utilized only for projects diverting water from <br />the Colorado River system. While individual diver- <br />sions for water projects are very small when viewed <br />by themselves, when added to reasonably foreseeable <br />future water diversions, the ~vS fears there will be <br />significant adverse effect on certain endangered fish <br />in the Colorado River System. The bottom line is <br />that FWS currently lacks adequate data from which to <br />finally decide if and when such cumulative diversions <br /> <br />would jeopardize the fish. <br />
