WHAT PROBLEl1S ARISE WITH THE OCTOBER 1 DEADLINE? <br /> <br />The Colorado Water Congress letter of July 25 to Mr. <br />Frank Dunkle details several problems with this <br />targeted date. The ewc letter summarizes some of the <br /> <br />concerns as follows: <br /> <br />A significant feature of the problem is <br />that the unknowns outweigh the knowns <br />with respect to endangered species, and <br />why they are endangered in the Upper <br />Colorado Basin. A number of factors <br />other than flow contribu~e to this, <br />including stocking of exotic species, <br />which may pose a direct threat to the <br />endangered species. The speculative <br />nature of the estimated depletions beyond' <br />the year 2000, both in terms of timing <br />and quantity, and the application of <br />those proposed depletions in the hydro- <br />logic model casts another significant set <br />of variables and unknowns into the <br />process. Rushin~ to judgement by the . <br />October ldeaclline is placin~ considerable <br />~ressure on a process which ~s scienti- <br />icall weak, un recedented in sco e, and <br />w ~c as t e pctent~a or enormous <br />socio-economic impacts.
