DO THE DRAFT FWS BIOLOGICAL OPINIONS FOR TIlE PROJECTS <br />CURRENTLY UNDERGOING SECTION 7 CONSULTATION CALL <br />FOR MINIMUM STREAH FLOWS? <br /> <br />Despite the "extremely biased" attitude towards <br />non-flow alternatives, the present draft FHS Biologi- <br />cal Opinions do not impose minimum stream flows. In <br />fact, the absence of flow requirements appears to be <br />used as an inducement to execute a settlement with <br />FV7S prior to October 1, 1984. This date has been <br />identified as a deadline for completion of the Upper <br />Colorado River Basin Coordinating Committees. Those <br />projects still negotiating with FWS after October 1 <br />face the likelihood that minimum stream flows will be <br />imposed. To avoid this eventuality, project sponsors <br />may be willing to accept terms in their Biological <br />Opinions, which while unclear or undesirable, are <br />considered pref~rable to an in-streaa flow <br />obligation. <br /> <br />-15- <br />
