I>

towarddevelopin& non-flow mitigation alternatives,
insufficient time remains to do a credible job of
reviewing any non-flow alternatives.

The FWS has recently established a new approach to
consideration of alternatives in its committee
resolution of end~ngered fish concerns. The approach
is not clearly developed and does not recognize the
congtraints of the FWS-imposed time schedule. The
F~S committee effort consists of s senior Coordinat-
ing Committee and two technical subcommittees guided
by a steering committee. The two technical subcom-
mittees (Biology and Hydrology) have been directed to
forego any further discussions of alternatives means
of addressing the endangered fish problem. Rather,
they are to provide the steering committee with
information on current and future depletions in the
upper basin and on the life requirements of the
endangered fish. Based on this information, the
steering cOIIlI1lI:littee is to develop recommendations for
the Coordinating Committee regarding alternatives for
preservation of the fish. This is a new concept
announced at the August 7 meeting of the Biology
Subcommittet=.

-10-
