<br />I> <br /> <br />towarddevelopin& non-flow mitigation alternatives, <br />insufficient time remains to do a credible job of <br />reviewing any non-flow alternatives. <br /> <br />The FWS has recently established a new approach to <br />consideration of alternatives in its committee <br />resolution of end~ngered fish concerns. The approach <br />is not clearly developed and does not recognize the <br />congtraints of the FWS-imposed time schedule. The <br />F~S committee effort consists of s senior Coordinat- <br />ing Committee and two technical subcommittees guided <br />by a steering committee. The two technical subcom- <br />mittees (Biology and Hydrology) have been directed to <br />forego any further discussions of alternatives means <br />of addressing the endangered fish problem. Rather, <br />they are to provide the steering committee with <br />information on current and future depletions in the <br />upper basin and on the life requirements of the <br />endangered fish. Based on this information, the <br />steering cOIIlI1lI:littee is to develop recommendations for <br />the Coordinating Committee regarding alternatives for <br />preservation of the fish. This is a new concept <br />announced at the August 7 meeting of the Biology <br />Subcommittet=. <br /> <br />-10- <br />
