Ewisting Blue Mesa Operations <br /> <br />The benefits of ewisting Blue Mesa operations were examined by <br /> <br />running two more scenarios without such operations and comparing these two <br /> <br />scenarios with Scenarios 1 and 2. <br /> <br />Scenario 10: The Curecanti decrees were not operated, and no water right <br /> <br />priority was assigned for minimum stt'eam flows in the Black Canyon, <br /> <br />effectively giving junior hydropower diversions at the Gunnison Tunnel <br /> <br />priority over the protection of such flows. <br /> <br />Scenario 11: Again, the Curecanti decrees were not operated, but the <br /> <br />minimum stream flows in the amount of 300 cfs were given priority over <br /> <br />junior hydropower diversions at the Gunnison Tunnel. <br /> <br />D. Ex Post Analysis of Taylor Park Exchange <br /> <br />The operation of the Taylor Park exchange was illustrated by <br /> <br />manually superimposing exchange operations on the results of Scenario 5 <br /> <br />for the critical period 1976-1978. In this analysis, the unadjusted USBR <br /> <br />targets (Table 3) were applied to Blue Mesa storage and the exchange was <br /> <br />operated according to the following rules: If Blue Mesa storage was at or <br /> <br /> <br />below target, the target flow below Taylor Park was determined by <br /> <br /> <br />reference to Table 6 so long as the Taylor Park release to meet the target <br /> <br /> <br />flow did not reduce Taylor Park storage contents below a 25,000 acre foot <br /> <br />WBLA, Inc. 1909 Broadway, #3, Boulder, Colorado 80302 <br />
