tabulation was analyzed for District 59 (above Blue Mesa) to determine the

proportion of water rights which fell in each of five priority classes.

The priority classes are: 1) basin rank senior to the Gunnison Tunnel; 2)

basin rank between the tunnel and Taylor Park; 3) basin rank between

Taylor Park and Blue Mesa; 4) basin rank between Blue Mesa and the P&M

rights (3233) and 5) basin rank greater than 3233. The water rights for

the Gunnison Tunnel, the major reservoirs, and the depletions between Blue

Mesa and Crystal were not considered in calculating these proportions.

As a starting point, this distribution of priorities was applied to

93,000 acre feet of depletions above Blue Mesa projected by the USBR in

the CRSS studies, as shown in Table 2.

TABLE 2: Fraction of Projected Depletions by Basin Rank

Class % of Total Difference Depletion (af)
BR ( 588 (Gunnison Tunnel) 4 4 3,720
BR ( 2052 <Taylor Park) 29 25 23,250
BR { 2993 (Blue Mesa) 58 29 26,970
BR ( 3233 (P & M) 63 5 4,650
BR ) 3223 100 37 34.410
TOTAL 93,000

Since the projected depletions junior to the Curecanti decrees (BR) 2993)

only total 37,350 acre feet, these depletions were factored up to 4,762

and 35,238 acre feet so as to provide for the full 40,000 acre feet of

subordination above Blue Mesa.

A monthly demand pattern for these 40,000

acre feet of depletion was then developed based on the following mix of

WBLA, Inc. 1909 Broadway, #3, Boulder, Colorado 80302

12
