benefit from the subordination were segregated into those occurring above

Blue Mesa and those occurring on side tributaries between Blue Mesa and

Crystal because the subordination is not limited to depletions above Blue
Mesa.

The latest salirlity progress repc.rt (JaYI. 1985) apportioy,ed the

60,000 of upstt'eam deplet ions as follows: Bostwick Park - 4,000 acre

feet; Fruitland Mesa - 21,000 acre feet; above Blue Mesa - 35,000 acre

feet. Bostwick Park is the only major project under the subordination

that has been constructed and while its depletions after return flow below

Crystal may average only 4,000 acre feet, its diversions from Cimarron

Creek are 100~ consumptive as to basin water supplies between Blue Mesa

and Crystal. For the purposes of this study, it is assumed that the

Curecanti decrees will be subordinated to 40,000 acre feet of depletions

above Blue Mesa, and to 20,000 acre feet between Crystal and Blue Mesa.

This breakdown factors up the Bostwick Park depletions and places a

portion of the Fruitland Mesa depletions above Blue Mesa. All depletions

under the subordination are assumed to be net depletions after any return

flow to the Gunnison River above Crystal.

The subordination of the Curecanti decrees to 40,000 acre feet of
depletions above Blue Mesa was represented by first postulating a
