All such releases are <br /> <br />considered proprietary with the USBR retaining dominion over the water <br /> <br />until the purposes for which they were made are satisfied. Note that a <br /> <br /> <br />release to make target can also serve another purpose like minimum stream <br /> <br /> <br />flow maintenance or municipal and industrial supply. All releases from <br /> <br />Blue Mesa storage are assumed to be routed through the Curecanti <br /> <br />hydropower plants. <br /> <br />5. Blue Mesa storage bypasses mean any inflows above Blue Mesa which: <br /> <br />a) consist of Taylor Park storage releases for direct delivery to the <br /> <br />Gunnison Tunnel, b) cannot be legally stored because the Blue Mesa storage <br /> <br />decree is out of priority, c) could be stored but are bypassed because <br /> <br />Blue Mesa is above target, or d) spills as defined below. Except for <br /> <br />spills, bypasses at'e also assumed to be routed through the Curecanti <br /> <br />hydropower plants to the extent that capacity is available. Bypasses are <br />not considered proprietary as to the USBR. <br /> <br />6. Blue Mesa spills mean any inflows which are not stored because the <br /> <br />reservoir is physically full, which cannot bypassed through the hydropower <br /> <br />outlet because the outlet is also full, ard which must be passed through <br /> <br />the river outlet works or passed over the Blue Mesa spillway.
