F'arties and its Niemhers and formed for the purposes af determinir~g ar-d enfarcing rights and
duti~s, and assumin~ liabiIities in cantract and tQrt. it is anticipateci that the Assaciatian wili
enter into an agnc~ment or a~ements rvikh the i~nited States and with athe~ entities for the
()M&R a~'the A~.P.

not the intention af the Parties ta hind any ~ther Parry in a. vvay ~tat undermines existing
~~vt~mental immunities, ex~ept tn the sstent such immunities are s~ae~ifi~aliy wai~ed hcr~in.
[n additian, the Yarties a~ree that the Aet do~s nat impnse any liabilities ar alter any im~nunities
that wnuld otherw~ise be available tn the Farties as go~ernments or governmental palitical
