The ALP includes the <br />~7I1]rS1CaI &~t'UCTUTCS d~R ~8ii7, reservuir, purnping plant, inlet cvnduit, and ather appurtenant <br />facilities tn di~ert and store water fram the Animas Ri~er. The ALP was autharized by statutory <br />c:nactmcnts, including th~ Calarado River Storage Project Act vf I955, f~e Colarada Ri~er F3asin <br />I'rnject Act vf 1968, the Colat~dv Ute Indian Wat~r Rights Settlemenf Act of 1988, and the <br />G~l~rada Ute Settlement Act Arr:endmsnts gf 20U4 [caltecti~eiy the "Enahling Law"}. <br />Construction nf the ALP by the United States began in 20Q1, and the ALP is an#acipated ta be <br />o~erationai E~eginning in 2412. <br />I.2 'The Parties are each governments or gnvernmental su~divisians entitled, gursuant <br />to statutes, caurt de~r~es, ~ermits, andlor ~antracts, to recei~e and -~se water firvrri the ALP, wha <br />~ta-~e efected to participate in and be resgonsible for the operation, maintenance and replacement <br />vf the ALP. Further, the Parties are e~rr~pc~wez~i pursuant to law tv cos~perate ar cantract with <br />ane an~ther and third parties to pro~ide certain fi~neti~ns and servi~es with regard tv the <br />aperativn, maintenance arzd replacemer~t of the ALP. <br />1.3 The Animas La P~a#a Water Ganservancy District ("A.LP'L~CD"} assigned its <br />interest in the AI.P ~u-der ttte Enabling Law ~"ALPWC~ Interest"] to the Co~nradn Water <br />Resourc~s and Pawer I]e~elapment A~thority {"CWRPDA") in 2UD I.
