The Louden Irrigating Canal and Reservoir Company (Borrower) owns and operates the Rist <br />Benson Reservoir (Reservoir), which is on the west side of Loveland, Colorado. Since 2005, the <br />Reserv oir has been restricted to a gauge height of 10.0 feet due to seepage problems along the <br />dam. The Borrower has repaired two sections of the embankment in previous years. This Project <br />is the third phase of repairs and once completed will increase storage b y 150 AF allowing for full <br />storage of 491 AF. The rehabilitation involves excavating and re - compacting sections of the <br />embankment, installation of a toe drain, and installing riprap on the upstream face of the dam. <br />Construction is expected to begin in Aug ust of 2009 w i th completion by the end of the year. <br />13. Town of Gypsum – LEDE Ditch and Reservoir Rehabilitation <br />Authorization: Construction Fund County: Eagle <br />Water Source: Colorado River Project Yield: 685 acre - feet (254 new) <br />Terms of Loan: $2,68 9,731@4.5% for 3 0 yrs. Projec t Type: Reservoir Rehabilitation <br />The Town of Gypsum purchased the LEDE Ditch and LEDE Reservoir water rights in 2006. The <br />original water rights are decreed for irrigation uses, and provide storage for up to 947 AF in the <br />reser voir. The Reservoir was built to a capacity of 431 AF. The Town seeks to increase capacity <br />to 685 AF in order to accommodate continued agricultural irrigation, and for future water <br />supplies to the Town. This upstream storage is required to assist in managi ng Gypsum Creek <br />water rights calls and dry year operations. The reservoir storage will become even more important <br />as the Town’s population continues to increase. The Town wishes to repair and improve the <br />reservoir to utilize its potential, and to protect v aluable senior storage rights in the reservoir. The <br />reservoir is located in the headwaters of Gypsum Creek, south of Gypsum within the White River <br />National Forest. Design and permitting is expected to occur in 2009/2010 with pipeline <br />construction starting in late 2009 and dam construction starting in 2011. <br />14. Town of Dillon – Old Dillon Reservoir Enlargement <br />Authorization: Construction Fund County: Summit <br />Water Source: Salt Lick Gulch Project Yield: 286 acre - feet (140 new) <br />Terms of Loan: $1,515,0 00@4.0% for 3 0 yrs. Projec t Type: Reservoir Enlargement <br />The Town of Dillon is applying for a loan to participate in the enlargement of the Old Dillon <br />Reservoir. In 2004, the Town, Summit County and Town of Silverthorne signed an agreement to <br />enlarge th e reservoir. The Town’s participation cost is approximately 27% of the construction <br />costs and 20% of the Engineering costs. The Town and the County initiated a feasibility study in <br />1995. The Reservoir was originally constructed as a 46 AF raw water storage reservoir filled via <br />the Dillon Ditch, which diverts from Salt Lick Gulch. The Reservoir site is southwest of the <br />Dillon Reservoir Dam. In the summer of 2008, the SEO issued an order to drain the Reservoir <br />due to concerns over the integrity of the north d am. The Reservoir is currently not available for <br />storage. The project will increase the reservoir capacity from 46 to 286 acre - feet. Permitting is <br />underway and construction of the enlargement is scheduled to occur in 2010. <br />15 . Joseph W.
