Terms of Loan: $4,454,100 @2.25 % for 30 yrs. Projec t Type: Reservoir Rehabilitation <br />The District is a statutory Irrigation District (1905) and owns and operates Empire Reservoir <br />located west of Fort Morgan in Weld and Morgan Counties. It is an off - stream reservoir <br />primarily impounded by four separate dams constructed in about 1905. Water is diverted from <br />the South Platte River through the E mpire Intake Ditch. The water storage rights are 37,709 acre - <br />feet and there is one refill right. The water storage at gage height (GH) 30.0 is 36,142 AF. The <br />reservoir has been re - restricted to a GH 29.0 by the SEO due to wind erosion problems along the <br />east embankment. The proposed project consists of repairing failed sections of parapet walls, <br />removing trees along the upstream toe of the dam, and adding additional riprap slope stabilization <br />along the East Dike Embankment . This will allow the reservoir to be filled to its full gage height. <br />The one - foot increase in storage height will result in 2,682 AF of recovered storage. The <br />st <br />District has complete d the 1 phase of the East Dike, which involved the reconstruction of <br />approximately 8,500 feet of da m embankment. The remaining 4,000 feet of dike improvement <br />will be completed during the fall/winter of 2009 /2010 . Given the increased cost of fuel and <br />materials the loan contract was increased from $2,408,500 to $4,454,100 at the November 2008 <br />Board Me eting. <br />13 . Lower Poudre Augmentation Company – Reservoir and Water Rights Purchase <br />Authorization: Severance Tax Fund County: Larimer/Weld <br />Water Source: South Platte Project Yield: 657 acre - feet <br />Terms of Loan: $3,104,053@2.50% for 30 yrs. Projec t Type: Reservoir & Water Rights <br />The Lower Poudre Augmentation Company (LPAC) is a non - profit company that was <br />incorporated in 2004, by the New Cache La Poudre Irrigating Company (2/3 interest) and the <br />Cache La Poudre Reservoir Company (1/3 interest. Th ere are 88 wells owned by 35 <br />individuals/entities and the augmentation demands are approximately 3200 AF. The LPAC has <br />filed for a permanent Augmentation Plan, and has operated on a Substitute Water Supply Plan for <br />3 - 4 years. LPAC proposes to purchase t he Timnath F latiron Reservoir, and 4.5 shares of <br />Boxelder Ditch, and construct the necessary improvements to utilize the reservoir for <br />augmentation purposes. The reservoir currently has a storage capacity of approximately 657 AF, <br />with a depth of 12 - 15 fee t. The reservoir area was mined for sand and gravel and lined with clay <br />once mining was complete. The reservoir has received SEO certification as a lined gravel pit <br />storage facility. The Company has purchased the reservoir and water rights and is curre ntly <br />completing the design for the reservoir structural improvements. <br />14 . Bull Creek Reservoir Canal and Power Company – Reservoir Rehabilitation <br />Authorization: Severance Tax Fund County: Mesa <br />Water Source: Colorado River Project Yield: 900 acre - f eet <br />Terms of Loan: $ 1,212,000 @ 2.5% for 30 yrs. Project Type: Reservoir Rehabilitation <br />The Bull Creek Reservoir, Canal and Power Company are located in Mesa, Colorado, and have a <br />service area of approximately 800 acres. The Company operates the Bull Cree k Reservoirs that <br />provide irrigation water to shareholders. The Company plans to repair and enlarge Reservoir No. <br />4. This will remove the current restriction on the reservoir and provide additional storage <br />necessary to store the Company’s decreed rights. T he Company has a Stipulation and Agreement <br />with the SEO that requires the Company to repair Reservoir No. 4 in order to avoid abandonment <br />of a portion of the senior water rights. The Project is located on the US Forest Service property <br />and will require a S pecial Use Permit for access roadway work and dam construction. The <br /> <br />
