completed. In regard to the siphon, t he District has looked at a number of alternatives to address the <br />deterioratin g pipe, which included total replacement, linin g, and partial repair . Given the difficult <br />nature of the site, the District pursued a full pipe replacement option. Bids were received in <br />September of 2008 to replace the siphon with a 42 - inch steel pipe. The low bidder was High <br />Country Pipeline from Pe nrose, Colorado for $975,000. At the November 2008 Board Meeting the <br />District was approved for an additional $500,000 in loan funds for an amended loan contract amount <br />of $1,500,000. The siphon was completed in April of 2009 and is currently being oper ated by the <br />District. The District is currently waiting on the final monitoring plan for Harvey Gap reservoir <br />before the overall system improvement project is complete. <br />1 0 . Debeque, Town of – Irrigation System Improvement Project <br />Authorization: Severa nce Tax Fund County: Montezuma <br />Water Source: Mancos River Project Yield: 1,781 acre - feet <br />Terms of Loan: $427,700@ 2.5% for 30 yrs. Project Type: Ditch Rehabilitation <br />The Town of DeBeque is constructing a new collection structure in the Colorado Rive r and <br />pump/piping system as part of the Irrigation System Improvements Project. The Project is <br />expected to cost $370,000 and provide an improvement to the Town’s irrigation water delivery <br />system. The improvements will increase delivery quantity and efficie ncy and will also reduce the <br />demand on the Town’s drinking water supply. The Town is located approximately 30 miles east <br />of Grand Junction and serves 480 residents with sewer and water. The present irrigation system <br />serves approximately half of the Towns r esidence however the system is often low on pressure <br />and unreliable. In addition to increasing system reliability, this project will help utilize a recently <br />acquired 3.5 cfs surface water right on the Colorado River. The project involves the construction <br />of new diversion/control structure at the river, pump house, and 3,000 feet of pipeline to the <br />town’s existing storage tan k. The pipeline and storage tank have been completed. The <br />construction of the river diversion was recently completed in November o f 2008. The Town has <br />elected not to utilize CWCB loan funds for the project. The project is currently in the process of <br />being de - authorized. <br />11 . Union Ditch Company – Well Augmentation Project <br />Authorization: Severance Tax Trust Fund County: Weld <br />W ater Source: South Platte River Project Yield: 206 acre - feet <br />Terms of Loan: $ 312,595 @2.50% for320 - years Project Type: Well Augmentation <br />The Union Ditch Company provides irrigation water to an area of 5,500 acres east of the Town of <br />LaSalle and south of Greeley. The Union Ditch Company has filed application for an <br />augmentation plan to provide replacement water for 40 junior wells owned by the shareholders, <br />formerly serviced by GASP. This project involves the development of 3 recharge ponds, <br />placemen t of flow measurement devices, and headgate structures into the ponds. The ponds will <br />be filled by gravity flow from the Union Ditch. Union Ditch Company i s currently constructing <br />one recharge pond at the Miller Feedlot Site with an accompany diversion structure on the Union <br />Ditch. The overall augmentation efforts are an tici pate d to be completed by May of 2010 , which <br />has require d a time extension to their loan contract. <br />12 .
