ANALYSIS OF ALTERNATIVES AND SELECTED ALTERNATIVE <br />The purpose of this project is bringing the Milton Dam spillway up to current State standards to ensure <br />the continued safe operations of the dam. Three aiternatives were considered for this project: <br />1) Do nothing <br />2) Enlarge the existing spillway using a concrete control structure and earthen channels <br />upstream and downstream from the spillway crest <br />3) Enlarge the existing spillway using a concrete control structure and concrete channels <br />upstream and downstream from the spillway crest <br />Analvsis of Alternatives <br />A/teinative No. ~- Do Nothinq <br />One course of action considered was the Do Nothing Alternative. This alternative suggests performing <br />no repair work on either the outlet gates or the outlet conduits. No construction costs will be involved. <br />Given this alternative FRICO would continue to operate using the existing facilities. <br />By not increasing the capacity of the spillway, FRICO would be ignoring the requirements of the SEO and <br />Milton Dam would not provide the State's required level of protection against the design storm. Without <br />these improvements the SEO would likely take one of the following actions: issue a fill restriction or <br />require that FRICO empty the reservoir, <br />A fill restriction would limit the amount of water that FRICO can store in the reservoir resulting in less <br />water to shareholders. This would impact the crops that could be grown by irrigators and the amount of <br />water that can be used by municipal water users. A SEO directive to drain the reservoir would result in no <br />water to shareholders. Either condition would result in significant financial impact to shareholders. <br />Failure to modify the spillway could also threaten the safety of the dam. Were the design storm event to <br />occur without the improvements, analysis completed by the SEO and confirmed by FRICO indicate that <br />19 <br />
