Complete Construction December 18, 2009
9. Project is Operational January 1, 2010
The project would be put on a fast track schedule to facilitate construction during the fall of
2009. The reason for undertaking the work at this time is that this is the time of the year
when water levels in Milton Reservoir are at their lowest. Since the reservoir will need to be
drained to complete the work, this schedule results in the least wasted water and lost crops
for the irrigators who depend on water from Milton.
FRICO understands that this is an aggressive schedule. Two main "critical path" items are
particularly important for maintaining this schedule: completing CWCB financing and
approval by the SEO. FRICO will assist in the timeline associated with CWCB funding by
having its attorney start to review the CWCB's standard contract language early in the
process in an attempt to avoid future delays. FRICO has already met with the SEO and
presented initial concepts for the improvements. Design plans and project specifications are
currently at approximately the 80% complete level; submittal to the SEO is scheduled for
the week of June 22"d. The SEO has agreed with the concepts, understands the aggressive
schedule FRICO is pursuing and has agreed to fast track the review process from their end.
SOCIAL, ECONOMIC AND PHYSICAL IMPACTS
The project will have no adverse social impacts. The project will be constructed on the existing dam
structure. There are no known historicai or archaeological sites within the construction area.
16
