PROJECT PURPOSE
The purpose for this project is to replace the existing upstream outlet gates with new gates.
The existing gates have reached their useful life. As originally designed and installed, the
upstream gates were intended to be used to regulate flows out of the reservoir. Wear on
the system has degraded the operations of the upstream gates so that they can no Ionger
be used to regulate flows out of the dam as intended. In their current condition these gates
can only be set as open or closed and cannot control flows. As a result FRICO has been
forced to operate flows using the downstream guard gates. Replacing the upstream gates
will allow FRICO to operate the reservoir from the upstream end of the gate, eliminate
pressurized flows in the outlet works and provide the desired safety of fully operational
upstream and downstream gates. Remote operational capabilities will be added to the new
gates allowing FRICO to open and close the gates from their office if required in an
emergency situation.
The need to complete this work extends beyond the operational limitations noted above.
FRICO has had engineer's inspections of the outlet works following the monitoring criteria
of the SEO. During the past several years the upstream gates have not been able to fully
seal when closed and the section of steel conduit connecting the gates to the main outlet
conduit has deteriorated. A small leak exists through an old fitting (likely a grout nipple) in
the western of the two outlet pipes. Deterioration of the steel in this area makes repairs of
this area difficult.
7
