Foreword
This report was made possible by a grant from Jay Kenney and the Jay P.K.
Kenney Foundation. Jay Kenney is an avid whitewater enthusiast and conservationist
who cares deeply about the Gunnison basin. We are extremely grateful for this finan-
cial support. Supplemental funding helping us learn about the Gunnison basin and
river came from the General Service Foundation.
Bruce Driver, Executive Director of the Land and Water Fund of the Rockies
(LAW Fund), conceived of the report. He and Bart Miller, the LAW Fund's Water
Program Director, were primary authors. LAW Fund staff who provided research
assistance include staff attorney Melissa Decker, and Smart Water Project analysts Eli
Feldman and Don Wojcik. Leslie Kaas-Pollock and Claudia Putnam provided editing
and production assistance. Interns who provided essential background research
include Nicole Allard, Adrienne Allen, Matt Kristofco, Jillian Lloyd, Mike Meleady,
Patrick Nackley, Brad Schaeppi, and Makayla Shannon.
A number of individuals provided insightful comments on early drafts of the
report. We thank Ralph "Butch" Clark, Steve Glazer, Mark Heller, Tom Iseman,
Melinda Kassen, Dan Luecke, Lee Rozaklis, Art Stephens, and Charles "Barney"
White. We also thank David Baumgarten, Tyler Martineau, and Ken Spann, who
helped us with comments on a late draft.
Any factual inaccuracies are the sole responsibility of The Land and Water
Fund of the Rockies. In addition, the views and opinions expressed herein are those
of the LAW Fund and do not necessarily reflect the views of the funders, researchers,
or reviewers.
• i.
